I've said things like this would happen with the new 4k displays in previous topics about them. This problem was NOT fixed for me by upgrading to Windows 8.1. Most problems with access for browsers are relatively simple to track and fix. I've checked Windows Firewall and that doesn't seem to be the thing that's blocking the connections.
