This has never been "fixed" because the root problem is that Pango doesn't deal with font fallbacks correctly. Apparently, people can enter Traditional Chinese messages with Arial fonts too, but Pidgin on this side needs to be able to display it. This works for me for Notepad and other applications where I can specifically choose the font. But personally, I'd say just download all the fonts or character sets, and get support for those fonts.
